Prof. Okey Billy Okoye (MFR) is a distinguished authority in the Oil, Gas, and Energy industry, with over three decades of extensive, hands-on experience across the Upstream, Midstream, and Downstream sectors. At the Nigerian National Petroleum Company Ltd (NNPC), he held several high-level leadership positions, including: Group Executive Director, where he oversaw seven divisional and subsidiary Chief Executive Officers Group General Manager/CEO, responsible for the marketing of Nigeria’s equity crude oil and natural gas liquids Managing Director/CEO, NNPC Retail Ltd, where he led the operations of over 600 retail outlets across the country Executive Director, Commercials, PPMC Ltd, charged with ensuring national security of petroleum product supply General Manager, Commercial, Brass LNG Ltd, where he managed the Gas Supply, LNG/LPG Marketing, and Shipping departments.

Prof. Okoye is the Coordinator of the Oil, Gas, and Energy Marketing Unit at the University of Abuja Business School and lectures in Energy Management at the University of Nigeria Business School. Beyond academia, he is the Executive Chairman of Raffles Energies Ltd and Aptfuel Solution Ltd, where he continues to offer strategic leadership in energy solutions and petroleum product distribution. A respected conference speaker and accomplished author, Prof.Billy Okoye has published several books and scholarly papers, contributing significantly to academic and industry discourse within the global energy space. In recognition of his exceptional contributions to the Nigerian energy sector, he was conferred with the national honour of Member of the Order of the Federal Republic (MFR) by the President of Nigeria.
